New Affordable Housing Community to Break Ground Near Project Marvel

Opportunity Home San Antonio and the City of San Antonio, in partnership with The Annex Group, will break ground April 14 on Central at Commerce, a seven-story affordable housing community that will bring 279 apartment homes near the future Sports and Entertainment District on the East Side.

Located at 1231 E. Commerce St., along the planned VIA Rapid Silver Line, the development will include one-, two-, and three-bedroom apartments serving households earning between 30% and 70% of the Area Median Income (AMI). Central at Commerce will expand housing options near downtown while driving investment on the East Side, offering residents immediate access to the Alamodome, St. Paul Square and the area’s vibrant restaurants and cultural attractions.

This new development represents an $86.9 million investment in affordable housing and is supported in part by funding from the City of San Antonio’s 2022 Affordable Housing Bond program. USAA was the equity investor in Central at Commerce. Through their commitment to affordable housing, they further strengthened the financial foundation that makes this community possible.

“Central at Commerce is the direct result of our community’s request for downtown affordable housing and proves we are delivering on the 2022 Housing Bond,” said Michael Reyes, Opportunity Home president and CEO. “It places affordable homes where our city’s energy is most alive. It isn’t just about brick and mortar; it’s about ensuring our neighbors have a seat at the table in San Antonio’s growing future.”

The effort also supports the City’s Strategic Housing Implementation Plan (SHIP), which aims to bridge the gap in affordable housing in high-growth areas.

“Central at Commerce will do more than add affordable homes in the heart of our city—it will help ensure the people who live and work here can remain here,” says Veronica Garcia, director of the Neighborhood and Housing Services Department for the City of San Antonio. “As this neighborhood grows, this development creates real opportunity by delivering long-term affordability and a community where families are supported.”

The development will include amenities designed to support residents, including outdoor gathering space, recreation areas and other shared features. Construction is expected to continue over the next two years, with the community anticipated to open in 2028.

Remarks at the April 14 groundbreaking, scheduled for 10 a.m., will be delivered by District 2 Councilmember Jalen McKee-Rodriguez, Opportunity Home Board Chairwoman Estrellita Garcia-Diaz, Opportunity Home President and CEO Michael Reyes, City of San Antonio Neighborhood and Housing Services Department Director Veronica Garcia, and The Annex Group President Tom Tomaszewski. The program will conclude with a ceremonial groundbreaking at the Central at Commerce site.
