Sept. 9, 2026
—
Opportunity Home San Antonio has been selected to receive the maximum individual award of $250,000 through the U.S. Department of Housing and Urban Development’s (HUD) Emergency Safety and Security Grants program.
The funding will support safety and security improvements at Victoria Plaza Apartments and LC Rutledge Apartments, which together include 251 homes. The work will focus on access, lighting and visibility across the two communities. Work is expected to begin in the coming months, with completion anticipated within one year.
Planned Improvements
The grant will support upgrades tailored to each property’s specific needs:
Victoria Plaza
- Stairwell access-control upgrades with integrated security cameras
- Targeted lighting improvements
- Convex mirrors to improve visibility in key areas
LC Rutledge
- Controlled vehicle and pedestrian access points
- Enhanced lighting
- Improvements designed to integrate with existing fencing
“The value of this grant goes beyond the physical improvements themselves. It gives us an opportunity to make thoughtful changes that support residents in their daily lives,” said Domingo Ibarra, director of security at Opportunity Home. “By listening to residents and working closely with our partners, we can make investments that help people feel more comfortable and secure in the communities they call home.”
Supporting Ongoing Safety Efforts
The work builds on Opportunity Home’s broader safety efforts, including collaboration with residents, property management teams, the San Antonio Police Department and community partners. The organization also uses crime analysis and Crime Prevention Through Environmental Design principles to inform property planning, along with resident engagement efforts such as Safety Socials and Apartment Watch and Resident Education (AWARE).
HUD Emergency Safety and Security Grants are funded through a set-aside within the Public Housing Capital Fund and support eligible emergency capital needs related to health, safety and security.
