As Opportunity Home San Antonio approaches its 100th year in 2037, we are setting a clear direction for the next era of impact.

Strategy 2037: A Centennial Vision is our strategic roadmap to preserve deeply affordable housing, modernize aging communities and position the organization for long-term sustainability. It reflects our responsibility to residents, partners, policymakers and the broader San Antonio community — and outlines our commitment to stewardship, performance, accountability and measurable progress.

The Crossroads: Why we must act now

San Antonio continues to face housing affordability gaps and intense cost pressures. At the same time, because traditional public housing frameworks nationally face capital challenges, Opportunity Home is managing nearly half a billion dollars in deferred maintenance across an aging public housing portfolio where some communities date back to the 1930’s.

Operating under legacy federal funding structures creates annual operating gaps that threaten the long-term viability of our housing portfolio. Responding to today’s housing landscape requires a fundamental transformation. As a Moving to Work (MTW) organization, we leverage federal flexibilities to test local strategies, secure innovative funding and build sustainable density to protect deeply affordable housing.


 
 

Our Three Core Pillars

Strategy 2037 is built upon three interconnected foundational themes that drive our daily work and collective mission.

HOUSING

Our 14,500-Unit Commitment

Provide quality, affordable housing by preserving, developing, acquiring and financing at least 14,500 affordable units across a diverse portfolio of housing options, ensuring long-term affordability and stability for residents throughout the San Antonio area.

To expand choices and build high-quality, stable environments, we will:

  • Preserve and Modernize: Upgrade 6,000 public housing homes to elevate living standards and safeguard public ownership
  • Produce New Units: Unite a cross-sector alliance of nonprofit and for-profit developers to build 5,500 new homes, prioritizing transit-oriented developments
  • Revitalize Communities: Inject comprehensive capital into 2,500 mixed-income homes within our nonprofit portfolio to transition aging assets into energy-efficient and modern housing
  • Acquire Housing Stock: Strategically absorb 500 existing units to integrate affordable choices directly into high-opportunity neighborhoods

 

 

OPPORTUNITIES

Housing as the Stabilizer. Services as the Catalyst.

Create OPPORTUNITIES that build collaborative partnerships, support residents, engage stakeholders and contribute to the strength of the broader community.

We recognize that 94% of our subsidized households are single-adult-headed and 45% of our total population are children. Because one adult shoulders all financial, childcare and logistical responsibilities, targeted wrap-around care is vital. We are moving beyond the traditional landlord model to serve as a catalyst for economic independence:

  • Scaling Self-Sufficiency: Launching data-driven needs assessments and expanding evidence-based programs like Family Self-Sufficiency (FSS) and Jobs Plus to foster upward mobility
  • Coordinating Community Alliances: Formalizing networks with school districts, universities and healthcare providers to break intergenerational poverty
  • Enhancing Transit Access: Partnering with VIA Metropolitan Transit to eliminate transportation barriers to employment and education
  • Securing Philanthropic Viability: Establishing the Opportunity Home Community Fund, a dedicated nonprofit charitable entity to generate flexible, non-federal funding for continuous program expansion

To remain an agile, highly effective and responsive partner, we are embedding innovation across every department:

  • The Employee Commitment: Cultivating a people-centered environment where staff embody the BLUE Sky experience: Build, Learn, Unite and Excel
  • Trauma-Informed Care: Transforming our internal culture to achieve full organizational designation and certification as a Trauma-Informed Care (TIC) entity
  • Modern Resident Tools: Deploying a dynamic mobile resident portal for immediate self-service rent payments and maintenance requests alongside an automated resident rewards program
  • Smart Technology Solutions: Harnessing secure generative AI virtual assistants, launching a master data learning management system (LMS) and migrating legacy software to secure cloud infrastructure

Our journey toward the centennial milestone unfolds in structured operational steps to optimize our capacity and scale growth responsibly:

Phase One: Capacity Building (2026–2027)
Strengthening internal systems, partnerships, performance measurement and financial alignment to support long-term execution

Phase Two: Taking Bold Action (2028–2032)
Advancing large-scale preservation, redevelopment and housing production while expanding resident opportunity and community engagement

Phase Three: Completing the Vision (2033–2037)
Finalizing portfolio modernization, reinforcing long-term financial stability and positioning Opportunity Home for continued impact over the next century

We are committed to absolute metrics and clear public tracking. Strategy 2037 is a living framework driven by an interactive strategic scorecard and operational dashboard.

A Living Strategy
Our metrics measure performance holistically—extending far past standard occupancy to capture deep community impact, neighborhood safety metrics and generational resident milestones. Designated objective owners systematically evaluate and formally report KPI progress quarterly to guarantee execution and preserve the public trust.
