Joel Tabar is responsible for planning, organizing and directing the economic and community development initiative programs designed to integrate Opportunity Home’s housing, economic and social development goals. In his previous role as Assistant Director of Federal Housing Programs, Tabar coordinated the successful administration of the Section 8 Housing Choice Voucher Program, which provides quality affordable housing to more than 13,000 families, and special purpose housing programs designed to assist San Antonio’s homeless and other vulnerable populations. As Director of Community Development Initiatives, Tabar oversees Opportunity Home’s grant funded programs and Moving-to-Work initiatives designed to empower and equip families to improve their quality of life and achieve economic self-sufficiency.
Tabar holds more than 10 professional certifications in Housing Choice Voucher and Public Housing program administration and management, and he completed the San Antonio Hispanic Chamber of Commerce Alexander Briseño Leadership Development Program in 2017. Tabar holds a Bachelors of Arts in Criminal Justice and an Master of Science in Sociology from the University of Texas at San Antonio. As a UTSA Legislative Scholar, he worked for the late Texas State Rep. Ruth Jones McClendon during the 80th and 81st Regular Legislative Sessions. He also instructed undergraduate courses in sociology at Northwest Vista College for five years.
